Herrington named the Berkeley and Los Alamos laboratories to house new research centers as part of a project to decipher the human genome reports The Los Angeles Times on 10 September 1987. The genome holds genetically coded instructions that guide the transformation of a single cell--a fertilized egg--into a human being, a spokesman for the Berkeley lab said.

Herrington got embroiled in the Dulce affair between him and Jim Wright, TX-D. Many find Wright to be "uncomfortably aloof", even among his own Democratic party. As Rep. William M. Thomas (R-Bakersfield, CA) put it, Republicans feel strongly that Wright enjoys “sticking it to you. . . . That’s a part of Jim Wright’s problem. He fails to understand what’s equitable and fair. It’s the arrogance of power.”

John Herrington, Jim Baker, and Jim Wright-TX, held meetings classified as "Ultra", in Denver, with Herrington as Chairman, to discuss the Midwestern United States affliction of "animal mutilations" that had struck the nation. New Mexico Senator Harrison Hagan Schmitt held a conference in Albuquerque regarding this very issue.

Herrington was also Chairman of Harcourt Brace Jovanovich, Inc. and the California Republican Party.

In 1970, Harcourt Brace Jovanovich (HBJ) company acquired The Psychological Corporation. As a Jovanovich company, HBJ diversified into non-publishing businesses operations such as insurance and business consulting. It also bought several theme parks—including SeaWorld, which it acquired in 1976 for $46 million. In 1988, HBJ Park Group opened SeaWorld San Antonio.

Psychological Corporation moved to San Antonio, Texas, in 1985, establishing its own operational services, including customer service, warehouse, distribution, information technology, scoring and reporting services. Psychological Corporation was the clinical division of Harcourt Assessment, a company that provides psychological assessment tools and therapy resources. On 30 January 2008, Harcourt Assessment merged into British-owned Pearson's Assessment & Information group.
